how do I get landlord to put a utility pole up to separate water from neighbor who bitches all the time?

The pump house is on her sidw i believe and every month the old no life hag bitches if hose is used but i have right to water lawn and garden how do I get the landlord to separate the wateer line and put in another utility pole and do it where we each pay our own water bill cause i am going to wind up beating the crap out of old hag neighbor with a huge smile
