How do I train an already trained dog?

I have a 5 year old Schnauzer (she has not been spayed). We live in a high rise block of flats. She is walked several times a day to pee or poo, and that is fine. But there are some days when it is just not possible to take her out several times a day. So usually she would pee on paper which has been placed out on the patio.

We recently bought one of those "pee mats" that have the faux grass on the top and the tray at the bottom and we would like her to use this thing if she needs to pee. We have tried everything, from putting the paper down on the mat to taking it outside with us when she pees, but nothing, she absolutely refuses to pee on this thing!
