Mount CB antenna on 1998 F150 with cap?

I have a 1998 ford 150 and need to mount the antenna. This seems simple except for this problem, I have a cap on the back (full size), I would drill the holes on the shoulders of the truck of the cab if I could, but again, they are covered by the capper, so, what would the next best thing be? Is there any kind of bracket that I could use otherwise? I could do a bumper mount but honestly I hear bad things about it. Thanks for your ideas.
